Like I said, there are many benches located around this park and they all have a “Dedicated to” plaque on the cement base. (there’s one on this specific bench but because that bench has been here for years I’m sure it wasn’t in memory of this guy on the photo). My guess is that people can purchase a bench in memory to a loved one who frequented the park and purchase the plaque too. I expect that this framed photo and flowers will be gone soon. They seem to allow people to lay displays like this from, time to time, but only for a few days.
